摘要
介绍网络图书馆数字资源招标的现实意义及其本身的特点,并结合网络资源的性质分析公开招标、竞争性谈判和单一来源采购三种招标采购类型的具体内容、适用范围和操作程序。最后通过广东网络图书馆网络资源的招标实践,讨论网络资源招标的具体操作方法。
This paper analyzes the meaning and characteristics of digital resources for net libraries by purchasing through public bidding. Then it describes the procedures of open tendering, competitive negotiation and single source procurement related with net resources, Taking Guangdong Net Library as an example, the paper also discusses the process of network resource purchasing through public bidding.
