翻译行业标准的制定标志着近年来这一行业各方面的发展达到了一个高潮。本主旨发言回顾了这些发展,简要分析了反映全球和地区性翻译市场发展趋势的一些数据,并预测这些市场的发展规模,进而指出翻译行业的架构已经经历了快速而且根本性的改变。直到20世纪90年代,翻译行业还主要是在各国国内市场发展,其服务供应链中的大多数或所有环节都还是直线联系。但自此之后,翻译行业迅速演变成为一个全球市场,这一市场电脑化工具种类繁多、国际竞争激烈,形成通常跨国的漫长服务供应链。标准化是翻译行业时操作环境发生的这些变化作出的一个反应。标准有助于指导翻译行业协调其活动,也能帮助客户确定服务质量。首先出台的是国家级标准,目前的发展趋势是扩大涵盖面。刚制定的欧洲翻译服务标准草案是这一趋势的最新表现之一,也是在地区范围内协调翻译行业的一种尝试。
This keynote speech reviews some of the developments that have culminated recently in the creation of standards for the translation sector. Some statistics indicating market trends at global and regional levels are briefly examined, with a view to estimating growth in market volumes. The structure of the translation sector has undergone fundamental changes at a very rapid pace. Even as recently as in the early 1990s, the translation sector remained largely made up of national markets involving direct contacts between most or all links in the service-provision chain. Since then, the translation sector has evolved into a global market involving a wide range of computerized tools, international competition, and long, often multinational service-provision chains. Standardization is one response to the altered operational environment. Standards provide guidelines that help the translation sector harmonize its activities. They also help clients determine service quality. First came national standards; the current development is towards a broader approach. Among the latest efforts is the newly formulated draft European standard for translation services, a regional attempt at harmonization of the translation sector, which is presented.
