摘要
我国金融改革和资本市场发展正处在关键时期,其中一些重要问题需要人们深入思考。该文从构建现代金融体系和维护金融体系的稳定性角度对新时期我国资本市场的发展战略、国有大型、特大型企业从海外市场逐步回归国内A股市场、大型国有商业银行外资持股比例、债券市场发展的迫切性和中小企业发展与金融制度创新等重要问题作了新探讨,认为构建一个结构合理、功能健全的资本市场,对中国金融体系的现代化和中国经济的持续成长具有战略意义,而让国有独资或控股的大型、特大型资源性企业回归国内A股市场的创新则是构建结构完善、功能强大的资本市场的核心要素。
This paper analyzes some important issues from the perspective of establishing a modem financial system and maintaining its stability. The issues concerned are the development strategy of capital market of China in the new phase, the return of large and outsized state-owned enterprises to domestic A-share market from overseas markets in a phased manner, shareholding ratio of foreign capital in large state-owned commercial banks, the urgent need of improving bond market, the development of small-and-middle-sized enterprises and the financial innovation. This paper concludes that the establishment of a capital market with reasonable structure and sound functions will be of strategic significance to the modernization of financial system and persistent growth of China＇s economy, and that the innovation of encouraging wholly state-owned or state-held large and outsized resource enterprises to return to domestic A-share market is the core factor in the establishment of a capital market with perfect structure and powerful functions.
