摘要
2003年7月1日《建设工程工程量清单计价规范》在全国范围内实行,在工程招投标中采用工程量清单计价,有利于招标科学、公正的评标,体现了招投标公平竞争的原则,体现了发包人与投标人风险合理分担的原则,有利于控制工程索赔。
The Specifications of Charging by Bill of Quantities in Construction Works was put into implementation on July1,2003. The charging by bill of quantities in tendering and bidding for projects benefits the evaluation on bids being carried out scientifically and impartially, and embodies the principle of fair competition of tendering and bidding and the principle of reasonable share of risks by both the employer and the contractor, advantageous to the control of engineering claims.
