文章从过刊的价值、教学科研的需要、提高期刊利用率的需要和提升服务水平的需要以及期刊数据库的建立、网络资源的保障等方面论述了过刊外借的必要性和可行性。
This article elaborates the necessity and feasibility of back issue external loan from the publication value, the needs of teaching scientific research, the needs of improving the periodical utilization ratio and the promotion of service level as well as the periodical database establishment, the guarantee of network resources and other aspects.
