摘要
通过对节约型社会内涵的深刻理解,不难看出,构建节约型社会是一项复杂的系统工程,非一朝一夕,亦非单个力量可以完成。笔者从构成社会主体的角度入手,提出应由政府、企业、人民结成合力,通过节约型政府、节约型企业和节约型人民的体系来构建整个节约型社会,其中节约型政府应发挥表率和引导作用。
Through deep understanding of the connotation of a resource-efficient and environment-friendly society, we can easily conclude that constructing such a society is a complicated system project, and it can not be completed overnight by a single organization. Considering the main body of the society, we hold that, with the combination of the government, enterprises and the people, the construction of a resource-efficient and environment- friendly society can be completed under a system of resource-efficient government, enterprises and people. In the system, the government ought to set a good example and take the leading role.
