摘要
任何社会在任何时候都面临着各式各样的挑战,但政府应付挑战的资源是有限的。在制定公共政策时,政府往往不得不对优先处理哪些挑战有所取舍。能否影响决策过程固然是权力的一面,能否影响议事日程的设置则是权力更重要的另一面。因此,在讨论政策制定时,我们必须首先了解议程是如何设置的?什么人影响了议程的设置?本文依据议程提出者的身份与民众参与的程度区分出六种政策议程设置的模式,重点讨论这六种模式在中国的实现形式和发展趋势。观察议程设置模式的转换有助于我们领会中国政治制度的深刻变迁。
In any society, the number of potential public issues almost always exceeds the capabilities of the government to process them. Issues thus must compete for a place on the decision-making agenda. While it is certainly a dimension of power to influence the decision-making process per se, it is perhaps even more important to have a say in setting the agenda. This paper first proposes a typology of agenda-setting models and then traces how those models have evolved in contemporary China. It concludes that only by grasping subtle yet significant paradigm shifts in agenda-setting can one fully appreciate the extent to which China's political system has transformed.
