摘要 我国亟需建立一个适合国情的、科学合理的管输费体系及相关计费规则,以适应天然气管道的建设与发展。借鉴国外天然气管输费体系的一般模式,针对我国天然气管道和用户的类型与特点,提出了建立我国天然气管输费体系的原则、思路和结构设想。建议:1)长距离输气管道管输费率总水平随管道输送距离的递增而递增,视现实情况分别采取“一部制”(按实际输气量一次性收回管输公司的全部服务成本)和“二部制”(在“管输容量预定费”和“管输使用费”中分摊固定成本和变动成本)的费率结构;2)区域性集输管网根据管输距离分段划分管输费率区,不同区域管输距离按递远递增原则采取不同费率,管输费由原料气管输费和商品气管输费组成;3)支线输气管道(管网)的管输费采用“邮票”式价格模式,按实际提取气量支付包括管输全部成本的管道使用费,按不同用户类别分别制定管输费率。 China is in urgent need of a reasonable natural gas pipeline network basedo n ar egulatedt ransportationt ariffs ystem andr elateds cientificr ate- setting rules. This paper compares the general pattern of open-access gas transportation rate systems abroad and the characteristics of natural gas pipelines and gas consumers in China to recommend the following principles for a transportation tariff system for a natural gas pipeline network: 1) The tariff for long distance transportation should increase with the actual distance; depending on the circumstances, charge a 'one- part' tariff that bundles all the costs for user services into a single payment based on the actual supply, or a 'two-part' tariff that splits the fixed and variable costs into a pipeline occupation fee and a pipeline usage fee; 2) the gas grid with gas gathering and transmission pipelines is divided into different rater egionsa ccordingt ot ransportationd istance,w here different transportation ratesp revail andt het ransportationt ariff consistso fa c rude gas transportation charge and a commodity gas transportation charge; 3) the fee for branch pipeline transport should be charged like a 'postage stamp', i.e. the branch pipeline usage tariff for all transportation should vary according to the actual volume of gas used and the specific type of user.
