摘要
依法治校和以德治校是依法治国和以德治国的基本方略在高等教育中的具体体现,是高校改革和发展的要求。依法治校和以德治校是新时期高等教育发展必然的理性选择,高校只有将依法治校和以德治校相结合,以科学发展观统领高等教育改革与发展,才能促进高等教育和谐发展。
It is fundamental and a strategic policy for China to administrate state affairs according to both law and morals. Therefore, it is a specific reflection of this policy to run a college or university according to both of them. Furthermore, for colleges or universities, it is essential and reasonable to choose this way to reform and develop. Only with the combination of running the school by law and morals can higher education develop harmoniously.
