摘要
企业自主创新是我国国家创新体系建设的基础和主体。通过国家创新体系企业研发中心试点工作的推动,试点企业的自主创新能力显著提高,创新主体地位日益突出,研发体系机制更趋完善,但也暴露出自主创新环境尚不完善、创新链衔接不畅等一系列突出问题。必须充分发挥政府的引导作用,强化企业的主体地位,从优化创新环境、完善创新链的角度入手,建立健全政府支持、企业主导的技术创新体系。
In view of the challenges of the world＇ s scientific and technological revolution, enhancing the capability of independent innovation has been elevated to a strategic height of the national economic development. Based on the significance of establishing and perfecting the enterprise research and development system, this paper analyzes the successful pilot experience （ Qingdao） and the problems with the enterprise research and development center as well as national innovation system. Then measures, proposals and focus of the current work are presented.
