摘要
我国民办高等教育发展的特殊性不仅体现在其发展历史上有一个近三十年的中断期,在发展环境上面对着强大的公立高等教育系统、短缺的公共教育经费投入和不完备的法律制度,而且在办学方式上民办高校大部分是投资办学。分析民办高等教育发展的特殊性,有助于全面认识民办高等教育的发展现状、正确理解民办高等教育的发展趋势,以期明确民办高等学校的性质,完善民办高等教育法律,为民办高等教育营造良好的制度环境。
The particularity of our non-goverrnent higher educational development gives expression not only to a suspension of nearly 30 years in its history of development, facing powerful public higher educational system, shortage of public educational fund investment and uncompleted legal system in the developmental environment, but also that most of the non-goverment universities are run by investment in the way of running a school. To analyse the particularity of nongoverrnent higher educational development is helpful to know the development situation of non-goverrnent higher education completely and understand the development trend of non-goverrnent higher education correctly so as to clarify the nature of non-goverrnent universities, perfect the law of norrgoverrnent higher education and create a good systematic environment for non-goverment higher education.
