摘要
日本对华ODA是中日邦交正常化后两国关系中至关重要的因素之一,在中日关系史上发挥过重要作用,成为战后中日友好的象征。对华ODA本是有益于中日双方的“双赢”举措,但进入21世纪以来,日本对华ODA政策却发生了重大调整,泛政治化倾向加剧。回顾日本对华ODA政策出台的背景,梳理其嬗变历程,分析近期走势及其发展前景,不难理解近年来中日关系出现波动的深层次缘由。
Japan＇s ODA （official development assistance） policy to China is one ot the ,mportant factors, Sino-Japan relationship since the normalization of relation between the two countries. It has been playing a critical role even a symbol in the history of the bilateral relations after WW Ⅱ It would be still a ＂win-towin＂ policy to benefit both countries if it remains unchanged. However, from the beginning of the 21st century, Japanese government has changed greatly its ODA policy to China through increasing politicization. The reasons why Japanese government did so are not hard to understand if looking back at the background where the ODA to China came out and the fluctuation process of Sino-Japan relation in recent 5-6 years. The current trend of the Sino-Japan relation is discussed with the long-term development predicted.
