摘要
基层警察机构是整个国家警务工作的支柱和基石。在新时期,确保基层警察机构的与时俱进是警务工作得以科学、有效开展的必要条件。文章借助美国科罗拉多州斯比林基层警察机构的警务规划进程,考察了基层警察机构构建“学习环境”和评估制度的必要性和途径,以期对我国的基层警察机构改革有所裨益。

In the same time, to ensure the basic - level police department＇s advancing with the times is the necessary factor of carrying out policing work scientifically and effectively. Learning from American Calorado Springs Police Department＇s policing programe, this article discusses the necessity and methods of constructing basic - level police department＇s studying envirement and evaluation system, which hopes to be helpful to the reform of our country＇s basic- level police department.
