摘要
有效激发科技人才的创新能力,是发挥我国科技人才资源优势的重要手段。从政策角度探讨如何有效激励创新型科技人才充分发挥创新能力,对我国科技人才队伍的创新能力进行了分析,对政策环境进行了综述。
The innovation ability is very important to science and technology talents, this paper chiefly discusses how to give an advantageous policy environment to Chinese science and technology talents, and effectively encourages their innovation intention.
