我国省级健康教育机构能力建设现状调查分析 被引量:40

摘要 目的了解我国省级(除台湾、香港、澳门以外)健康教育机构能力建设现状及其影响因素,为各级健康教育机构的能力建设及相关政策的制定提供依据。方法采用问卷调查方式,对我国31个省、自治区、直辖市及新疆生产建设兵团的省级健康教育机构(共计32个机构)在能力建设中经费投入、工作设备配置、队伍建设、机构建设等9个方面进行了调查。结果全国31个省、自治区、直辖市及新疆生产建设兵团都设置了健康教育机构,其中独立法人机构13个,非独立法人机构19个,59.00%以上机构隶属于省级疾病预防控制中心的业务主管部门;85.00%以上机构拥有现代办公设备;业务人员占77.35%,年龄构成以中青年为主,学历以本科为主,研究生以上学历仅占4.68%;78.00%以上的省有完整的应对突发公共卫生事件预案;31.00%的省级机构开设了健康教育/健康促进专业网站,年访问量近10万人次;75.00%的省有完整的考核评价体系。结论省级健康教育机构网络健全,但管理部门不统一,常规工作经费不足,高层次专业人员缺乏,队伍建设亟待提高,信息网络建设有待加强。 Objective To survey the current status of the important factor influencing the development of the health education undertaking in China: the capacity building of health education institutions at the provincial level in this country. Methods A questionnaire survey was conducted among 32 provincial health education institutions all over the country. Nine different aspects related closely capacity building including financial input, equipment, the staff building, mechanism building and so on were surveyed. Results 31 provinces, municipalities directly under the central government, autonomous regions and Xinjiang Production and Construction Corps of CPLA have established heal education institution, of which are 13 independent legal entities, 19 non-independent legal entities. 59% of them are attached to the chief administrative departments of provincial center for disease control and prevention. Over 85 % institution own modern office equipment. The professional staff account for 77.35 % of all personnel, with the characteristic of middle aged, undergraduate education level. The ratio of staff with Master and Doctor Degree is only 4.68 %. Over 78 % provincial health education institutions have pre- projects of dealing emergency incident. 31.00% has opened health education and health promotion specialty webs, which achieve at 100000 person-times. 75.00% has the whole system of assessment. Conclusion The main problems lying in health education institution capacity building are not unification vertical management, regular fund insufficiency, high education level personals scarcity, staff capacity building needing improvement, and information network need strengthening.
