摘要
自1914年美国成立国会服务部从事科技相关问题的分析评估以来,美国的科技评估围绕政府对科学研究的管理需求逐步拓展和深化,业已形成面向结果与绩效的管理理念,并越来越关注战略规划的制定和实施。与此同时,科技评估的组织已形成较为完善的法律框架和科技政策体系,内容丰富、形式多样的科技评估已成为美国国会、联邦政府以及各类科研机构规范化、制度化的经常性工作行为。
Run down to the establishment of the Congressional Research Service in 1914, S＆T evaluation in the US has been expanding and deepening to meet government＇s need. Up to now, the US has formed consummate legal framework and policy system on S＆T Evaluation. Normative S＆T Evaluation with rich contented is a kind of authoritative daily work of federal and congressional organization as well as S＆T institutions. The management thought of S＆T evaluation in the US has also shifted to S＆T outcome and performance.
