摘要
本文从理论与实践相结合的高度,提出口岸检验检疫部门有效应对口岸突发公共卫生事件应急机制的基本框架并探讨了应对口岸突发公共卫生事件的特点,剖析了目前应对口岸突发公共卫生事件管理现行机制的薄弱环节,通过应急响应实例分析并提出了口岸检验检疫机构应对突发公共卫生事件的问题与对策,认为口岸突发公共卫生检疫应急体系应包括应急指挥、公共卫生信息、实验室快速诊断、应急处理队伍、应急支撑、前瞻性的科研等几个子系统的合力建设。目前口岸突发公共卫生事件的应急机制有待进一步完善。
In this paper the framework of the health emergency response mechanism was established, and the foresighted counter-measures for health emergency response was proposed. The characteristics of health emergency at ports and the weakness of current mechanism for health emergency response, with examples listed wasdiscussed and analyzed. The co-construction of branch system, which includes emergency commanding, health information, rapid diagnosis, technicians, logistics, foresighted science research was necessary. Conclusion The mechanism for health emergency at ports leaves much to be desired.
