摘要
目前,学术界和政界普遍认为,当前商品房领域出现了空置面积大、房价上升快并存的现象,并把原因归结为商品房结构失衡,中小户型商品房太少。其实,这是一个错误判断,当前的空置面积不但不大,反而太小。这个错误判断的产生又是因为我们严重误解了"空置面积"含义,并弄错了空置率计算公式。这种错误认识将影响决策,使需求积压并进一步集聚,房价上冲力强,开发投资高涨。要解决这个问题,必须调整宏观调控思路,寻求开发规模的适度扩大和房地产需求的适度压缩相结合的方案。
Presently, it's widely held by the government and the school authorities that there is great vacant space of commercial buildings while the housing price increases too fast, which owes to the improper supply-demand structure and the inadequate supply of middle-sized and small-sized units. Actually, this is a huge mistake. Instead of too many, there are too few vacant houses in the market. The false judgement arises from bad understanding on “vacant space” and how the vacancy rate comes to be. And it will affect policy making, lead to demand accumulation, which in turn will drive the housing price, and excite the investment. To solve the problem, macro-control efforts should be renewed to find a scheme, both moderately magnifying the exploitation scale and cutting down the demand for real estate.
