摘要
当前各阶层的利益冲突是构建社会主义和谐社会面临的主要矛盾。各阶层的利益冲突的表面原因是收入差距的拉大,而其根本原因在于政府管制失灵所造成的资源配置的不公。要解决由政府管制失灵造成的收入差距和社会利益冲突,必须由管制型政府向服务型政府过渡。建设服务型政府是构建社会主义和谐社会的关键。
Nowadays, the interest conflicts among different social classes are the principal obstacle in constructing the socialist harmonious society. It seems that the interest conflicts among different social classes were caused by the enlarging income disparity. In fact, the reason lies in the unequal resource distribution caused by ineffective government regulation. To solve the complicated probles, the government role should be shifted from a regulative government to a service government. The formation of a service government is the key to constructing the socialist harmonious society.
