摘要
优先发展城市公共交通已成为国内大多数城市的共识。但是,在现实条件下存在着一些不利因素阻碍着公交的发展。本文分析了目前公交发展中存在的几个问题,从政府投入、城市布局等公交系统外部环境的角度对问题的根源进行了探索,最后提出了政府应加大对公交系统建设的支持和投入,改进公交补贴方式;同时加强管理,建立有序的公交市场;建立城乡公交一体化格局;城市规划和道路网规划应考虑公交发展的需要,并与公交规划形成互动机制,从而更好地满足城市发展的需要。
Give priority to the urban public transport has been the consensus of most domestic cities.But there are some unfavorable factors which are retarding the progress of public transportation system.This paper analyzes several problems existing in present public transportation system and seeks the root of those problems from standpoints such as governments＇ investment, city layout and so on, which are external conditions of public transportation system.And finally the paper also presents the government should enhance construction investment of public transportation system, and improve the methods of public transportation subsidies;strengthen management and establish ordinal public transportation;establish the pattern of rural and urban integration.In addition,urban planning and urban network planning should consider the development demand of public transportation,and form the interdependence mechanism with public transportation planning so that cities can develop better.
