摘要
生态文化和生态补偿是关系环境、经济和社会协调和可持续发展的热点问题。本文在阐述生态文化和生态补偿的内涵和建设途径的基础上,论证了建立生态补偿机制对生态文化建设的促进作用。生态补偿能惩罚生态破坏行为和奖励生态建设行为,实现环境成本内部化,分析显示实行生态补偿是协调经济发展与环境保护的有效手段。建立生态补偿机制,对于我国生态文化的建设将起到重要的保障与促进作用。
Ecological culture and ecological compensation are hot topics on the sustainable development of economy and society. Based on the analysis of the connotation and construction methods of ecological culture and ecological compensation, the effects of ecological compensation on the ecological culture construction were discussed. Ecological compensation, which punishes the acts leading environmental damage and encourages these organizations or individuals that contribute to the development of environment, is an efficient way to deal with the problems caused by externality in economic development and environment protection. Ecological compensation may play an important role in the building of ecological culture.
