摘要
阐述了退耕还林区域内产业结构调整的概念、目的、特点等相关问题,提出了退耕还林区域内产业结构有效调整优化应具备的条件,即支柱产业、人力资源、政府支持等,同时应处理好结构调整与家庭联产承包责任制、政府与市场等相关关系。
The concept, objective, characteristics and correlative problems of industrial structure adjustment in regions of returning farmland to forest were reviewed. Conditions for effective adjustment of industrial structure in regions of returning farmland to forest were proposed, which were pillar industry, human resources, government support and so on. Relations between structure adjustment and the Household Contract Responsibility System, government and market should be dealt with effectively.
