摘要
日本环境与经济双向优化发展模式为世界瞩目,完善的环境经济政策体系和执行保障体系完美结合是其主要原因。日本环境经济政策具有环境整治的立法手段与经济手段并重,着眼资源长期利用、注重循环经济发展等方面的特点。日本环境经济政策对我国的主要借鉴作用是:强化环境治理立法和执法,建立环境质量管理监督体系;科学分析环境价值,建立环境事故损失补偿机制;充分发挥公共财政作用,大力扶持环保产业发展;在环境经济政策中充分反映民意,充分借助民间力量推行环境经济政策;在经济社会发展规划中增加环境规划,使环境质量改善与经济快速增长相协调。
Great interests are drawn on Japan＇s integrating of environment and economy, which is facilitated by the Japanese environmental economic policies as well as an execution guarantee system. It can be found that both legislative and economic measures are taken for environmental reparation, and the focuses are on the long-term utilization of resources and the development of circular economy. Several lessons can be learned from the Japanese environmental economic policies： firstly, environmental legislation and execution should be strengthened, and an effective environmental quality monitor and control system should be set up; secondly, environmental value should be scientifically analyzed, and a compensation mechanism for environmental accident should be built; thirdly, environmental protection industries should be supported in the framework of public finance; fourthly, public opinions should be considered to ensure the participation of private sectors; at last, environment should be included in the socio-economic development programming, to integrate environmental improvement into economic growth.
