摘要
当前新闻媒体"袭警"事件频发,原因是公安机关与新闻媒介的沟通存在误区,缺乏有效的应对负面报道的新闻舆论引导机制,而公安民警的综合素质难以在短期内适应动态新闻舆论引导工作的要求,缺乏明确的关于公安新闻危机的定性判断标准,且公安机关在处理新闻危机时缺乏法定依据。针对上述问题和困难,应该完善新闻舆论监督立法,构建警方与媒体的沟通联谊机制,建立公安新闻资源管理机制,规范公安新闻舆论信息处理机制,实行公安新闻舆论预测制度,科学建立网络公安新闻舆论引导工作机制,构建警察形象危机处置机制,开展应对媒体能力的教育培训。
At present, the events of media＇s ＂assaulting＂ of police frequently take place, which results from some communicative failure between the police and media, and there is lacking of an effective regulating mechanism to deal with negative reports on the police, too. It is hard for the police force to improve comprehensive qualities to meet the requirements for regulating their work by dynamic media reports in a short time, and there lacks clear criteria on the judgment of police news crises, what＇s more, the police have no legal bases when dealing with news crises. To solve the above-mentioned problems and difficulties, some suggestions are proposed： to perfect the legislative supervision for news reports; to bridge a friendly communication between the police and the media; to establish the managing mechanism of police news resources; to formalize the information management system of police news; to carry out the forecasting system concerning police news; to scientifically set up public security＇s regulating mechanism of network media reports; to construct a crisis-solution mechanism for the prevention of the police ill images and to train the police force with methods of dealing with the press.
