摘要
基于可持续发展和和谐社会理论的观点,阐述了和谐矿区的内涵和特征.鉴于和谐矿区多维的内涵特征,使用相关分析法对收集到的矿区经济、社会、资源、环境、安全等方面的指标进行筛选.在此基础上,对35位专家进行调查,根据专家打分情况分别使用确定型层次分析法(AHP)和不确定型层次分析法计算指标的权重,构建了和谐矿区评价指标体系.同时,说明了使用该评价体系时在评价标准选取、指标赋值、指标赋权等方面应该注意的问题.结果表明:该体系具有系统化、定量化、规范化的特性,为矿区的和谐发展提供了建立信息反馈和调控机制的基础.
The connotation and characteristic of the harmonious mining area were expounded based on the theories of sustainable development and harmonious society. In view of the multidimension of the connotation, the correlation analysis method was used to choose the indexes collected from some aspects of economy, society, resource, environment, safety in mining area. The certain type of analytic hierarchy process（AHP） and the uncertain type of AHP were used to confirm the weight of the indexes based on the questionnaire of 35 experts, and then the assessment index system was proposed. The standard, weight, and value for the index should be carefully arranged in actual application. The results show that the system is of the characters of syntheses, quantification and regulation, which provides a basis for the mechanism of feedback and regulation for harmonious development of mining area.
