摘要
本文就中国的经济增长、FDI、环境污染损失与人力资本的关系问题，提出了7个待验证命题，并运用2000～2005年面板数据进行了验证。FDI促进了我国经济增长，但也增加了我国的环境污染。环境污染损失成为经济增长与吸引FDI的代价。高人力资本更利于经济增长，而且从质和量上利于吸收FDI，以及利于遏制环境污染，中人力资本也能在一定程度上促进经济增长，但吸收FDI的作用不明显，并且不利于遏制环境污染。整体上，我国已出现“污染避难所”现象。目前中国吸引FDI的核心问题已不仅是能否促进经济增长，而应更加关注如何避免FDI带来的污染问题。本文针对这一问题的核心建议是，促进高人力资本积累，继续大力发展高等教育。
The paper aimed at FDI, human resources and pollution loss in Chinese economic growth, and put forward seven propositions, all of these analysis have been proved by the data between 2000~2005. FDI and environmental loss accelerate economic growth. High human resource promotes economic growth more than middle human resource, it is beneficial to absorb FDI based on quality, and helpful to control pollution loss. Middle human resource can advance economic growth to a certain extent, but the effect of absorbing FDI isn′t obvious, and makes against pollution loss. The 'Pollution Haven' has come into existence in China. Now, the core of absorbing FDI is not only the promotion of economic growth, but also how to avoid pollution produced by growth and FDI. So,the suggestion is to promote human resource and to develop higher education constantly.
