摘要
社会主义市场经济条件下的政府体育职能转换是一个历史的进程,需要分阶段进行才能完成。第一阶段的重点是继续发挥举国体制优势办好2008年北京奥运会;第二阶段重点是"管办分离",为此要大力培育和发展体育中介组织和体育经纪人,依托市场多元化地发展体育;第三阶段重点是服务为主、管理为辅,基本完成政府的体育职能转换。
The transformation of government sport function during Chinese social transformation period, is a historic course , which need accomplish in separate stage. The major point in the first stage is to further exert the advantage of the whole nation system in order to host the Beijing 2008 Olympic Games successfully. The major point in the second stage is to separate regulation from operation , to this end we should train and develop intermediary organization and sports broker. energetically and depend on market diversification to develop sport harmoniously. The major point in the third stage is to basically accomplish the transformation of government sport function mainly through service supplemented by management.
