摘要
政策执行是政策理想转化为政策现实的途径,但在政策执行的过程中,政策走样、政策偏离等现象比较普遍,影响了政策的实效,导致政策失败。学者、政策制定者和执行者从不同角度寻找促进政策有效执行的对策。本文拟从政策执行中存在的问题入手,阐释决策与执行分离对政策有效执行的影响。
The execution of policy is one way to help policy ideas come true, but in the process of executing policies, the policy losing shape and policy deviation are common. So all of these have affected policies actual effect and made policies de- feat. Thus, scholars, policy makers and performers try to seek ways to promote the effective execution of policies from dif- ferent angles. This article , by way of analysis , draws up the problems which exist in the process of execution policies and discusses the influence of decision-making and the execution＇s separation to the effective policv execution.
