摘要
本文对我国集体林权制度背景及动因进行了详尽的分析,并提出:森林初始产权在农村集体成员间的公平分配是我国集体林权制度的基础;农民权能和利益的赋予与救济是集体林业持续发展的保证;政府行为的有限与规范是集体林权制度安全与高效的保障。
The background and cause of collective forest tenure reform are discussed in the paper. It is held that fair distribution of initial forest property rights serves as the basis of the collective forest tenure system, entitlement and profitability of forest farmers ensure the sustainable forestry development, and further, regulation of government activities guarantee the security and proficiency of the collective forest tenure system.
