国家卫生部和国务院相继制定颁发了《人体器官移植技术临床应用管理暂行规定》和《人体器官移植条例》。作者介绍了所在单位学习和贯彻《暂行规定》和《条例》，成立“人体器官移植技术应用与伦理委员会”和召开“伦理委员会听证会”的情况。介绍了亲属活体供肾移植的伦理学操作程序以及对所发生的医学和伦理学问题的解决办法。介绍了供受者随访系统的建立与运行机制，并特别强调了亲属活体供肾移植的法律责任问题。
The Ministry of Health and the State Council of the People＇s Republic of China have constituted and promulgated the ＂Provisional Regulations on Management of Clinical Application of Human Organ Transplantation Technology＂ and the ＂Human Organ Transplantation Ordinance＂. The authors expound how they study and implement the ＂Provisional Regulations＂ and the ＂Ordinance＂, as well as establish the ＂Clinical Application and Ethics Committee of Human Organ Transplantation＂ and hold hearings by the Committee. The ethical procedure and solution to ethical problems of the living-related donor kidney transplantation are also expounded. Finally, they expound the establishment and operation mechanism of donors and recipients follow-up system, and place particular emphasis on the legal liability issue of living-related donor kidney transplantation.
