摘要
通过对存在失衡指标的招投标实例进行分析,发现常权的综合评估法对此类投标的评价存在偏差。尝试引入变权法来纠正这种偏差,并从引例的评价结果和应用的法律法规环境等方面进行分析探讨,论证了在招标评标中应用变权法进行综合评估是可行的,由此得出的评价结果可使决策者对投标情况看得更清楚,决策基础更加科学、公正。
Based on analyzing of bidding which has unbalance value, we found deviation on evaluating this kind of bidding by constant weight comprehensive evaluation. To correct this deviation, we try to introduce variable weight comprehensive evaluation into bidding evaluation. We proofed its feasibility on bidding evaluation through the ex- ample＇s evaluation result and legal environment. Decision-makers can understand the bidding more clearly and make a more scientific and just decision by variable weight comprehensive evaluation.
