摘要
公共服务动机是公共管理研究的一个新兴主题,是对公共选择理论将"经济人"假设运用于公共部门的反思与批评。公共服务动机研究的倡导者主张,人们从事公共服务具有非自利动机,并且这种动机在公共部门比在私营部门更为普遍。公共服务动机受到文化、制度和社会价值的影响,是一种内在动机。当前,公共服务动机的测量共有三种途径,分别为报酬偏好比较、公共服务动机问卷和公共服务行为研究。
Public Service Motivation (PSM) is an emerging area of public management research. It is critical of Homo Economicus postulate which is utilized in public sector by Public Choice theorists. The advocators of PSM research claim that altruism is an important motivation for people to engage in public services, and that PSM is more prevalent in public sector than in pri- vate sector. PSM is an intrinsic motivation, and is shaped by culture, institutions and social values. There are three methods to measure PSM, 1 ) the comparison of reward preferences, 2) PSM questionnaire made by James L. Perry, 3) public service behavior or pro - social behavior research.
