Environmental Regulation and Industrial Productivity Growth in China

摘要 本文首先运用DEA方法测度了1998~2004年中国31个省区工业的Malmqusit生产率指数、技术效率和技术进步,然后检验了环境规制对工业技术效率、技术进步和生产率增长的影响。主要结论是:增加治染投资和减少工业SO2排放对工业生产率没有明显的影响。这是由于它们对生产率的两个组成部分的影响相抵消所致。一方面,排放减少使技术进步下降,治污投资增加不显著地推进技术进步。另一方面,排放减少使技术效率提高,治污投资增加对技术效率有负向影响。 This paper measures, first applying DEA, industrial Malmqusit productivity indexes, the technical efficiency & the technical progress in 31 provinces in china from 1998~2004; second, we testified the influence of environmental regulations on the productivity,the technical progress and productivity growth . The results show that increasing investment on antipollution and cutting down industrial SO2 emission both have no significant influence on industrial productivity, the productivity decompose into two parts may explained the countervailing phenomena, on one hand, SO2 cutbacks may adversely affect technical progress, increasing investment push forward it insignificantly, on the other hand SO2 abatement increase the efficiency. Investment has negative effect on it.
