In the paper, Chinese policy to south-east Asia in the past 10 years will first be discussed concisely in order to analyze how the policy to create a new and positive secure environment for China-ASEAN relationship. The author will mainly describe the security of South Sea because the Pan-Beibu-Gulf cooperation will be affected directly by it. If the concept of Pan-Beibu-Gulf Economic Cooperation comes true, South Sea will turn into the inner lake of the economic zone.
