正确评价农村乡镇卫生院的绩效是把握和促进农村乡镇卫生院功能正常发挥的关键。通过回顾农村乡镇卫生院发展沿革中的功能变迁,评析最近时期农村乡镇卫生院各种评价的特点及其不足,认为重新认识和构架农村乡镇卫生院绩效及其绩效评价理论框架,是准确把握农村乡镇卫生院功能定位的科学依据,也是评价农村乡镇卫生院改革和发展是否成功的重要理论基础。
Evaluated properly Town Health Centers（THC） performance that is the key to hold and promote its functions. Through retrospect THC＇s function evolution. This text tries to comment some latest assessment＇s trait and deficiency, showing that understanding and constituting THC＇s performance and its theory framework newly is the science bases to grasp THC function rightly, also important theory base that appraises THC whether or not successes of reform and developing.
