摘要
准确把握当前我国农村社会的主要矛盾是新农村建设中政府行为的逻辑前提,保障农村公共物品的有效供给是新农村建设中政府行为的逻辑始点,"政绩"最大化是新农村建设中政府行为的动力逻辑。激励不兼容和"委托—代理问题"的存在导致了新农村建设中政府行为的偏差。由此,构建上下兼容的内部激励机制和刚性的外部体制保障是确保新农村建设中政府行为沿着正确路径推进的必要保障。
In the course of new rural constructing, an accurate understanding of the principal contradiction of current rural society is the logical premise of the government behavior, supplying the rural area with sufficient public goods is the logi- cal bases for the government behavior. ＂The achievements maximization＂ is the logical power of the government behavior. The incompatible driving and ＂the request proxy question＂ has caused the deviation of government behavior. Therefore, constructing a compatible internal driving mechanism and rigid exterior safeguarding system are the necessary guarantee to make the government run along the correct way.
