摘要
我国地下水污染正面临着由点到面、由浅到深、由城市到农村不断扩展和污染程度日益严重的趋势,地下水污染防治迫在眉睫。根据地下水污染的成因,地下水污染源可以分为工业污染源、农业污染源、生活污染源和自然污染源。在我国目前的地下水污染防治工作中,存在着法律法规不健全、管理责任不明确、地下水资源定价不合理、监测网络建设滞后和缺乏有效的防治技术等政策与管理问题,使得目前的地下水污染问题没有得到有效的遏制。通过分析目前地下水污染防治中所存在的问题,提出了完善地下水环境保护的法律法规体系、将地下水和地表水污染防治纳入统一规划和管理、合理确定地下水资源价格、加强地下水监测网络建设和污染防治技术攻关的政策建议。
The prevention-control measures of groundwater pollution are very urgent with the groundwater pollution spreading from urban areas to rural areas and becoming more serious gradually. There are four main causes for the pollution of groundwater： industrial pollution, agriculture pollution, living pollution and natural pollution. Based on the analysis of the main causes, this paper tries to find out several problems with the prevention-control policy on groundwater pollution in China, such as the deficient law system and unclear administrative obligation and so on. Finally it gives several proposals for the preventioncontrol policy on groundwater pollution to deal with these problems.
