摘要
完善的法律制度是加强流域环境治理的重要保障。我国目前虽已形成流域治理法律体系,但这些法律规定还存在着诸多不足。应完善这些法律制度,实行流域统一管理体制,扩大公民环境权利,发挥各社会主体的作用,重视经济手段的运用,以保证流域治理的效果。
Perfect legal system is the important guarantee for strengthening the government of river valley. The legal system for governing the river valley has been formed in our country, yet it has own limitations. To perfect these laws, we should carry out unified government system, guarantee citizens＇ environment rights, give full play to the society, and attach importance to the application of economic means to safeguard the effect.
