摘要
居民自治权是居民自治中的基本范畴之一,也是人们认知居民自治的关键概念。居民自治权是居民委员会的居民的一种基层自治权,基此法定范围内的居民能够以民主的方式自我决定、处理居民委员会的公共事务、公益事业。居民自治权的内容包括民主选举权、民主决策权、民主管理权和民主监督权。在居民自治中,居民自治权要想有效地发挥作用,必须处理好居民自治权与公共权力之间的关系,主要是处理好居民自治权与基层政权、基层党的领导权、司法权等之间的关系。
The fight of resident self-governance is one of the basic categories of resident self-governance and a key concept of people＇ s cognitive resident self-govemance too. Right of resident self-govemance in the residents committee is the right of grassroots self-governance provided by state law, according to which the residents in the same community can handle and decide their own public affairs and welfares democratically. The fight of resident self-governance includes democratic voting right, democratic decision-making right, democratic management right, and democratic supervisory right. In resident self-governance, the relation between right of resident self-governance and public power must be handled well, especially the relation among right of resident self-governance and grass-roots political authority, judicial power, leadership of grass-roots Party, and so on.
