摘要
我国政府于上世纪末适时制定西部开发战略,以促进我国国民经济整体的迅速、综合与协调发展。但从目前来看,中国东西部经济差距越来越大。本文从人力资本的角度阐明了其在东西部经济趋同方面的作用,分析了东西部人力资本现状及人力资本流失的原因,并提出了西部增加人力资本的政策措施。
Our government generated strategies about the development of Western China timely at the end of the twentieth century, for the sake of promoting the overall, rapid, comprehensive and coordinated development of our national economy. But currently, the economic gap between Eastern and Western China grows wider. This paper illustrates the effect that human capital acts on the economic convergence between Eastern and Western China from the angle of human capital, analyzes the current situation of human capital and the reason for loss of human capital, and then poses the policies and measures for Western China about increasing human capital.
