摘要
废除农业税,为农村基层组织提高凝聚力、扩大基层民主、改革经济和行政体制提供了新机遇。同时,也给基层组织的经费保障、干部待遇、债务偿还、职能发挥带来了新挑战。要破解这个难题,必须全面落实科学发展观,加大城乡统筹力度,勇于制度创新,壮大集体经济,改革行政体制,创新干部任用机制,为基层组织建设提供新的制度保障。
