摘要
对抽水蓄能电站在电力系统中具有调峰填谷的独特运行特性进行了分析,论述了深入贯彻科学发展观建设适当容量的抽水蓄能电站对实现电力系统节能减排、提高系统总体经济效益、促进我国社会经济协调发展、环境保护和资源节约利用等将发挥巨大作用,提出了科学规划、优化配置及开发环境和谐模式是准确定位抽水蓄能电站、优化电源结构最佳选择之一,并探索了可持续发展的政策机制是抽水蓄能发展的动力来源与基础。
As special power generation mode, the pumped-storage stations have been constructed widely in the electric utility for regulating load, and promoting safety level. Under the background of scientific development notion, determining rational capacity pumped-storage stations is important for power system to reduce energy consumption and contaminations velease. It has great significance to promote harmonic economic development of Chinese society and protect environment. In the current situation, developing pumped-storage stations scientificall and realizing its position rightly are the pre-condition, scientifically planning and the harmonious exploitation with environment are the embodiment of scientific development concept. The sustainable development policy is the foundation of pumped-storage stations exploitation.
