摘要
从实用化出发,提出了我国现阶段电力市场辅助服务补偿机制的设计原则,并建立了AGC依据可用率、调节容量、调节速率、调节精度和响应时间、有偿调峰依据深度调峰损失电量及启停调峰次数、备用依据备用容量和备用时间、有偿无功调节依据无功调节对有功电量的影响、黑启动依据电网系统安全可靠要求来计算贡献量进行补偿的数学模型,特别针对我国调节性能优良的水电建立了有偿调峰弃水电量、无功调节损失电量的补偿机制数学模型。
From practical view, this paper presents a mechanism design for calculating compensation fees according to their contribution proportion. Compensation fees for AGC is based on availability, regulating capacity, regulating speed, regulating precision and the response time, peak adjustment is based on losing energy and times of start-stop; reserve is based on reserve capacity and duration; reactive power and voltage support is based on the influence to active power; black start-up restore is based on the requirements of the power system safety. Particularly, a compensation mechanism model for hydropower is developed, which pays peak adjustment for abandoned water for the peak and off-peak balance and losing energy due to reactive power and voltage support.
