摘要
人力资源的开发和使用,不仅关系到一个组织的兴衰,更影响着一个国家综合国力的强弱。公共部门承担着提供公共产品、维持社会公共秩序的重要职能。公共部门人力资源是公共社会生产力发展的重要基础。是公共部门的关键性要素。因此,分析我国公共部门人力资源管理现状及其存在的问题,并依此采取针对性的改进措施十分重要。
The development and use of human resource influence the prosperity of an organization and the strength of a nation. Public departments are responsible for the supply of public goods and the maintain of public order. The human resource of public departments is the basis and the key element of public social production force. So it is important to analyze the management problems and take improvement measures.
