摘要
阐述成品油管道的重要地位,以及建立成品油管道突发事件应急预案对防止事故的蔓延和有效地组织抢险和救助所起到的作用。探讨成品油管道企业突发事件应急预案编制时由于客观条件的限制和主观因素的影响,编制过程中容易出现的问题,提出编写预案应采取的相关措施。
The problems easily occurred in developing emergency plan for product oil pipeline incidents are discussed and the actions that should be taken in developing emergency plan are proposed.
