摘要
从目前食品安全中存在的问题出发,指出市场机制和政府机制都有可能在治理食品安全时失败,而食品安全治理是一个政府、市场、社会通过某种"制度安排"对食品安全实施"共同治理",从而保证消费者获得他们期望的安全食品的过程。因此,将食品安全问题引入公共治理分析范式,提出政府、食品生产企业、第三部门等组织间互动协调来实现对食品安全的治理,并构建了新型的食品安全政策体系。
Beginning with the problems existing in the present food security, the author points that market machinery and government machinery has possible failures in the governance of food safety. Food safety governance is a corporate progress that government,market and society govern food quality under some ＂institution arrangement＂, and guarantee customers can buy safety foods. Therefore, the article introduces food security problem to public government analysis model, proposing that government, food production enterprises, third department and so on should have the interactive coordination to realize food security and construction of the new food security policy system.
