摘要
党的十七大报告提出要建设服务型政府,培养服务型政府的服务精神是建设服务型政府的关键。当前中国政府服务精神缺乏的主要原因包括:"官本位"意识的影响、政府服务标准和服务流程的制约以及制度规范的缺失。
The report of the 17th Congress of CPC proposed that we must construct the service government, and the key of the construction is raising service government＇s service spirit. The main reasons of current Chinese government lacking service spirit include ： the influence of official oriented consciousness, the restriction of government service standard and service flow, as well as the absence of system criterion.
