摘要
国家部委公务员的工作能力和工作绩效是保证各部委实现和完成新时期任务的核心要素。本文探讨了国家部委公务员胜任素质模型构建的模式,并根据公务员素质调研实际情况,从素质输入、素质筛选、素质输出三个环节进行了详细的分析,构建出国家部委公务员胜任素质模型,为公务员的任免、培训、晋升、奖惩以及考核薪酬等公务员管理工作提供重要依据。
The ability and work performance of civil servants are regarded as the core elements to ensure the ministries achievements of their tasks in the new period. According to the actual research on the qualities of civil service, this article discusses the method for establishing a Civil Service Competency Measurement Model,that could be a basis for the decisions of civil servant recruitment, dismissal, incentives, punishment, training and promotion.
