摘要
提出了河流健康的内涵包括三方面:河道健康、河流生态系统健康和流域社会经济价值,具体为河流自身结构完整,功能完备;具有满足自身维持与更新的能力,能发挥其正常的生态环境效益;满足人类社会发展的合理需求。在河流健康概念的基础上,结合河流的功能和属性,提出了构建河流健康评价指标体系的5项原则,分目标层、准则层和指标层建立了包括河道健康、河流生态系统健康和流域社会经济价值三方面共24个指标的河流健康评价指标体系,并给出了相应指标的量化计算方法。
The connotation of river health includes three aspects： river channel health, river ecosystem health and social economic benefits in drainage basin. It means that the structure and function of a healthy river are complete. It has the self-maintaining and self-adjusting ability. It can play normal eco-environmental benefits and meet the reasonable demand from human and social development. On the basis of river health concept, the function and attribute of a river,this paper proposes five principles to establish river health evaluation index system. The index system consists of sub-target layer, criteria and index layer with 24 indexes and each index can be quantitatively calculated.
