摘要
灾难性突发事件精神救助要充分发挥社会工作的功能,必须依赖政府公共管理的体制认可和财政支持,为社会工作介入灾难性突发事件精神救助活动提供途径和模式。根据国内外相关的理论探讨和实务经验,政府购买是适应新时期灾难性突发事件精神救助需要的社会工作服务模式。因此,我们必须有效转变现有的公共管理体制模式,发展授权委托、直接资助、服务合同以及补贴模式,并加强对政府购买社会工作服务的评估与监管。
In order to display social work function, Disastrous Emergent Events spirit-assistant must depend on government public administration system approval and financial Support, and provide the way and the pattern for that social work, involving Disastrous Emergent Events splrit-assistant＇s activity. According to domestic and foreign theories discussion and practice experience, government purchase is the suitable pattern for contemporary social management need. So, it is necessary to affect transformate existing public administration pattern, and develop authorized request pattern, direct subsidization pattern, contract service pattern and subsidy pattern, and strengthen the evaluation and supervision of the government purchasing the social work service.
